The hillslope settlements of San Javier (Comuna 13) had the reputation as one of the most dangerous places in the World in the outgoing 20th Century, suffering from drug-related gang wars. Still populated by economically challenged people, Comuna 13 has undergone a dramatic improvement in safety, and quality of life in general, and some of its roads and moving stairways - built in 2006 to facilitate the access to the higher parts of the neighbourhood - have evolved to popular tourist destinations.
