The hillslope settlements of San Javier (Comuna 13) had the reputation as one of the most dangerous places in the World in the outgoing 20th Century, suffering from drug-related gang wars. Still populated by economically challenged people, Comuna 13 has undergone a dramatic improvement in safety, and quality of life in general, and some of its roads and moving stairways have become popular among tourists. Numerous wall paintings, telling the story of Comuna 13, are considered a particular attraction.
